Interview in your country of residence or nationality
Since September 2025, nonimmigrant visa applicants are expected to interview at the US mission in their country of residence or nationality; for Taiwan passport holders and residents of Taiwan, that is AIT.
Booking in a third country is not ruled out, but it may prompt a request for proof of residence or for why an exception applies. If the application is refused the fee is not refunded and cannot be moved to another post, so if you are studying or working abroad, settle which country counts as your residence before you pay.
